Bayes's Arc Core

At the beginning of each of your upkeeps, scry 1,
draw a card, then add a spell counter to Bayes's
Arc Core.
Once per turn, you may play a card with a
converted mana cost equal to or less than the
number of spell counters on Bayes's Arc Core
without paying it's mana cost.
