Bazaar of Fool's Trade

Players can activate abilities of Treasures only as
a sorcery.
Secret council —At the beginning of your upkeep,
each player secretly votes for Profit or Plunder,
then those votes are revealed. For each Profit
vote, the voter creates a Treasure token. For
each Plunder vote, Bazaar of Fool's Trade deals
2 damage to the voter. If Plunder had only one
vote, the voter gains control of all Treasures.
