Belgazzian Congress

Belgazzian Congress enters the battlefield tapped.
{t}: Add {u} or {b}.
{u}{b}, {t}: Target player reveals the top card of
their library, then each player votes Pass or Block.
If Block got more votes, you may exile that card.
Many believe the Congress is incompetent because it
doesn't do anything. In fact, it has made an art out of
ensuring that nothing gets done.
