Whenever you draw a card, you get a scroll counter.
{b/g}{g/u}{u/b}, {t}, pay one scroll counter: You may cast target instant or sorcary card in a graveyard with converted mana cost X or less without paying its mana cost, where X is the number of scroll counters you have. If you do, exile it.
