Besieged City

Every time an ally creature deals damage to an enemy player, for each land they own, tap an enemy creature, then exile a target land. If Besieged City is destroyed, return all lands from exile to their owners.
People can't live in a city on fire. Burn the buildings, the people will eventually burn with them
