Bestowal enters the battlefield with X charge counters on it. Creature spells with converted mana equal to the number of charge counters on Bestowal have bestow. Their bestow cost is equal to their mana cost. (Spells cast for a bestow cost are Aura spells with enchant creature. They become creatures if not attached.)
Auras have "Enchanted permanent has the keyword and activated abilities in the text of this permanent".
