Beware the Ideas of Moms

Will of the Council — At the end of enchanted
player's main phase' starting with you, each
player votes dine in or eat out. Moms then
get a second vote. If dine in gets more votes,
each player creates a Food token. If not, each
player sacrifices a non-citizen creature and
creates a 1/1 white Citizen creature token.
At the beginning enchanted player's end step, if
they have exactly 15 life or if exactly 15 Citizen
tokens are in play, they lose the game.
