Whenever Big Brother enters the battlefield, create three Seeing Orbs. (They are artifacts with, "{t}, Sacrifice this artifact: Scry 1.")
Whenever an artifact enters the battlefield under your control you may detain target creature. (Until your next turn, that creature can't attack or block and its activated abilities can't be activated.)
Not even the slightest machination goes unseen, nor infraction unpunished.
