Players have no maximum hand size.
Whenever a player draws a card during their
turn, each other player draws a card.
Whenever a permanent you control is the target
of a spell or ability an opponent control, counter
it unless the controller of the spell or ability pays {x}, where X is the number of cards in their hand.
