At the beginning of each upkeep, each player
creates a 1/1 citizen token.
At the beginning of your draw step, each
opponent rolls a 6 sided die for each citizen
creature token they control. For each 1 or 2
rolled, that player chooses a creature he or she
controls. You gain control of that creature.
Target player gains control of 5 creatures
you control : draw a card.
