Whenever a Tribute is paid, you may put two +1/+1 counters on any two target permanents.
Whenever a Tribute is not paid, gain control
of target creature or artifact the chosen player controls with a counter on it.
(As opponent creatures enter, an opponent of their choice may put a +1/+1 counter on it.)
