Black Effect

(You start the game with only one effect in play.
Effects are not permanents.)
When Black Effect comes into play, chose one;
-Whenever you would pay life, you pay that
much minus one instead (This effect can't reduce
the cost of the amount of life you pay to less than one.)
-Whenever an effect you control would cause a
player to mill, that player mills that much plus
one instead.
