Blackjack

Starting with the next player in turn order,
each player exiles cards from the top of their library until their total converted mana cost
is over 21 or they choose to stop. Then if
your cards exiled this way have the highest total converted mana cost among players
who's cards exiled this way have total converted mana cost less than or equal to 21,
put those cards into your hand.
