When Blastoise enters the battlefield, tap X target creatures where X is the number of islands you control. Those creatures don’t untap for as long as Blastoise remains on the battlefield.

Untap target creature an opponent controls: Draw a card.

Whenever you draw a card, each opponent mills a card.
