If the card is an instant, they may play it without paying its mana cost. If not, they put it at the bottom of their library.
{t}{3}{b} Choose a creature an opponent controls.
That opponent draws cards until they draw a card that costs more mana than the target creature. They may put that card into their hand, and the rest of the cards into exile.
