Bone Citadel

Only one Plane can be on the battlefield at a
time. If another Plane enters, that player must
pay {2}.

Creatures cannot attack or block. At the beginning of each combat step, that player mills
a card. If it's a creature, return it to the battlefield and it deals damage equal to it's
power to any target.
