Bureaucratic War

On each players combat step every player votes if
that player is allowed to attack this turn, if there's
a tie flip a coin.
Any player gains an additional vote if they control
the most amount of creatures on the battlefield.
Any player gains an additional vote if they control
the creature with the greatest power on the battlefield.
