Burnout Elemental

Whenever a player casts a spell during their turn,
put a verse counter on burnout elemental.
At the beginning of each player's end step, if that player cast a spell this turn, burnout elemental
deals damage to that player equal to the number
of verse counters on it. Otherwise, remove
all verse counters from burnout elemental and
that player gains 1 life for each counter removed
this way.
