Anticipate. (instead of when this card resolves, its
affects happen while it is still on the stack.)
Whenever a spell currently on the stack resolves,
exile cards from the top of your library until you reveal a non-land card with lesser mana value,
you may cast it without paying its mana cost.
Then put cards exiled this way onto the bottom
of your library in a random order.
