Whenever cable attacks, you may exile an artifact
or creature the defending player controls and the
top card of your library with 3 time counters on
them. If either doesn't have suspend, it gains
suspend.
At the beginning of your upkeep, you may
remove a time counter from a card you own in
exile. If you do, you may put a time counter on a
card your opponent owns in exile.
