Callous Disregard

Use this Tactical Ploy when a Shoot action is declared for a friendly BLOODED operative. For that shooting attack:
-You can select a enemy operative that is in engagement range with an ally.
-The enemy operative cannot retain cover with the ally operative.
-Failed hits are retained as a sucessful hits. Those inflict damage on one friendly operative within Engagement Range of the target operative.
