Capitalist's Machinations

At the beginning of your upkeep, each opponent
must vote Rich or Poor. If Rich wins, the player
other than you with the most permanents creates a
treasure tokens for each player in the game. If poor wins, the player with the least
amount of permanents other than you creatures a treasure token for each player
in the game.
You create twice X treasure tokens equal to how
many treasure tokens were made.
