Whenever Caravan of the Satrapy deals
combat damage to an opponent, if that player
has 11 or fewer ultimatum counters, it deals
combat damage to that player this turn in the
form of ultimatum counters.
If an opponent with 12 or more ultimatum
counters would draw one or more cards, you
draw that many cards instead.
