Card Thief

Card Cost: 45 GP
The Cardholder may use Card Thief to choose
one non-faction member from his/her society.
The citizen chosen must then choose 4
(or less if he/she has less) item cards that he/she
owns to potentially risk. One of those cards will
then be chosen randomly and the ownership of
that card is transferred to the Cardholder. If the
targeted citizen is left with less than four total
item cards, he/she will draw a new random item
