At the beginning of your upkeep, scry 2.

{2}{t}: Shuffle target card that has been exiled this game back into its owner's library and roll a d20.
1: Discard your hand.
2-5: Draw a card and discard a card.
6-10: Draw a card.
11-15: Draw two cards.
16-19: Search your library for a card, shuffle your library and put that card on top.
20: Search each opponent's library for a permanent, put them on the battle field under your control, then shuffle.
