At the beginning of your end step,
Will of the Council - Starting with you,
each player votes for care or bear. If care gets
more votes, gain control of a permanent from
each opponent. If bear gets more votes,
Each opponent puts a 2/2 bear creature token
into play that has " indestructible" and "this
creature can't be sacrificed."
At the beginning of your upkeep if each player
controls a bear. You win the game.
