Whenever you activate a effect that isin't a mana effect put a counter on this card. You may remove 3 counters if you do create a copy of target permanent that permanent isint legendary. Whenever a copy activates an effect it doesn't add a counter however if you deal damage and create a counter you double the number of counters created this way
