Casino

Flip a coin for each player or permanent with at least one counter. If you win most of these flips, repeat this process. If you win
most of them again, deal X damage divided between any number of targets. X is equal to the number of counters among players
and permanents. Otherwise, return Casino to its owner's hand and each player proliferates.
