Castle of White Lightning

At the beginning of each end step each player starting with you puts a lightning counter on a creature that has not had a lightning counter put on it yet this turn.
After each player has put a lightning counter on a creature, then target creature chosen at random from among creatures with lightning counters on them takes damage equal to the number of lightning counters on it.
