Cataclysmic Proportions

Whenever you cast a red instant or sorcery spell that would deal damage to a creature or player, you may pay {x}. If you do, it deals an additional 1 damage for each {r} used to cast it. Otherwise, you may have Cataclysmic Proportions deal X damage to each creature and player.
