creature if this is the first time this ability has resolved this
turn. If it's the second time, tap or untap target creature.
If it's the third time, create a Pacifism token attached to target creature.

At the beginning of each opponent’s end step, tap each
goaded creature that player controls that didn’t attack
this turn. Each of those creatures deals damage equal to
its power to its controller.
