creates a token artifact named Gold-hemmed
Robes with "{4}{t}: Give this artifact to a
player that does not control Ceaseless
Discharge."
Ceaseless Discharge cannot block, can only
attack players with a Gold-Hemmed Robe
and attacks each turn if able.
