Centrifugal Equality

If a value would be determined, flip a coin. If you win the flip, you may choose to either double or halve that value, rounded up. If you lose the flip, target opponent must either double or halve that value, rounded up. (For example, if the value of X is 4, and you choose to double it, it becomes 8. If the value is 9 an it is halved this way, it becomes 5.)
