As long as your devotion to red and black is less than 5, Cham is not a creature.
At the beginning of each player's upkeep, that player shuffles all permanents he or she controls into his or her library. Then exile that many cards from the top of that player's deck. Put all permanents exiled that way onto the battlefield under that player's control.
