If an effect would cause Chaos Buildup to leave the battlefield counter it.
At the beginning of your upkeep add a Chaos
counter to Chaos Buildup.
At the beginning of each upkeep each player draws {x} cards, discards {x} cards
and create {x} 1/1 Agent of Chaos Enchantment Creature Tokens where {x}is the number
of Chaos counters.
