Propose an effect.
Starting with the Wizard on your left each
Wizard votes "Accept" or "Decline.
If at least one Wizard has declined, the effect applies to each Wizard that has accepted, otherwise nothing happens.

Example effect: "Draw 2 cards but lose 10 life".
