Enchant Player. Whenever enchanted player casts a permantent spell, exile it with two time counters on it. At the beginning of enchanted players upkeep, remove a time counter from each card exiled with Chaos Tax. Then enchanted player may cast any spell with one time counter on it from exile without paying it's mana costs.
