Chaotic Events

Role a d20. Each player sacrifices that many creatures. Then each player reveals cards from
the top of their library until they revealed
permanents equal to the number of creatures
they sacrificed. Each player puts those
permanents onto the battlefield.
Until end of turn, whenever you would return an instant from your graveyard to your hand, you
may cast it without paying its mana cost. Those
spells gain experiment.
