Chaotic Gyre

Choose target permanent an opponent controls.
That player then chooses another target
permanent controlled by any of your opponents.
For each of those permanents, its owner shuffles
it into their library, then reveals the top card of
their library. If it's a permanent card, they put it
onto the battlefield.
