At the end of each Cycle permanently Detain
another target Creature permanent.
At the beginning of each Cycle Choose one:
•Put a State Count on each State permanent and a Chaos Counter on each Chernobyl permanent.
•Choose Detained Creature, Filp a coin, if you
win release the Creature and each player takes a
shot. Otherwise exile the Creature, Proliferate
twice on each State and Chernobyl permanents.
