Will of the Council — At the beginning of your upkeep, starting with you, each player votes for Economics, Military, or
Informants. If Economics gets more votes, create a Treasure token. If Military gets more votes, create two 1/1 white Soldier creature tokens. If Informants gets more votes or the vote is tied, draw a card.
