While voting, each opponent who does not pay {1} does not get to vote. For each player who lost
their vote this way, you get an additional vote.
If an opponent would draw a card except the
first one they draw in each of their draw steps,
they may pay {1} for each of those cards, if they
do not, they draw no cards instead.
