Council's Dilemma — When City Treasury enters
the battlefield, starting with you, each player
votes for funds or knowledge. Create a treasure
token for each funds vote. Draw a card for each knowledge vote.
When an opponent draws a card except the first
one they draw in each of their draw steps, you
may return City Treasury to your hand
