Whenever a player casts an instant or sorcery spell, Will of the counsel - each player votes for Prosperity or Peace. If Peace gets more votes do nothing. If Prosperity gets more votes or the vote is tied, each of that players opponents may copy that spell and chose new targets for the copy.
