Clog

Clog enters the battlefield with X Clog counters on it.
Whenever a player casts a spell, exile that spell and remove a Clog counter from Clog.
Then, if Clog has no Clog counters on it,
each player casts all spells they own exiled
with Clog without paying their mana cost.
