Whenever Cloud becomes tapped, put a limit
counter on it.
At the beginning of your upkeep, double the limit counters on Cloud
As long as Cloud has 20 or more limit counters
on it, it gets +3/+3
Remove 20 counters from Cloud: Destroy target permanent
