Clouded Betrayer isn't a creature, except when it uses its own ability.
During a combat phase, after blockers have been declared, but before damage is assigned, Clouded Betrayer becomes a creature and is then blocked by, or blocks, a creature of Clouded Betrayer's owner's control. After Clouded Betrayer deals combat damage, it's no longer a creature.
