Collaborative Design

At the beginning of each player's upkeep, that player gains control of Collaborative Design. If they do, untap it.
{1}, {t}: Each player draws a card.
{4}, {t}: Each player may put a permanent card from their hand on to the battlefield.
Exile all permanents you control: Any player may exile all permanents they control. If they do, counter this ability. Otherwise, you win the game.
