Collar of Awakening

All beast collars must be attuned to an animal
companion the same way as other magic items are
attuned. An animal companion may have one
collar attuned to it at any time, and this does not
count against the ranger's item attunements.
While attuned to this collar, the intelligence of
the wearer becomes 10. If its intelligence was
greater than 10, then it does not change. The
beast also becomes able to speak one language
known by its ranger.
