Commanding Presence

As long as you control your commander,
tap all creatures with power less than your
commander. A creature tapped this way
doesn't untap at its controller's next
upkeep. At each subsequent upkeep a player
may pay {2} to untap a creature they control
that was tapped this way. This effect wears
off once a creature has been untapped or
your commander leaves the battlefield.
